$ sudo apt-get update
$ sudo apt-get install mecab-ipadic 

mecab-ipadic is installed in your system.

Make ensure the mecab-ipadic package were installed using the commands given below,

$ sudo dpkg-query -l | grep mecab-ipadic *

You will get with mecab-ipadic package name, version, architecture and description in a table
